Step One: Create a wormhole.
Step Two: Take one end of the wormhole on a trip at near light speed until you’ve reached a predetermined amount of temporal disparity and return it to its permanent resting place.
Step Three: Enter one end of the wormhole and exit the other at the abovementioned predetermined amount of time in the past.
You are now free to move around the space-time continuum.
